TMS has a thorough knowledge of coordinating multi-agency resources to provide transportation services to the elderly, disabled, low income and children at-risk. In servicing contracts with government agencies and managed care organizations, TMS utilizes hundreds of transportation companies to create high quality transportation programs all over the nation. A complete team of qualified personnel, including the principals and senior management, are in place to personally take a “hands-on” approach to each project and deploy our full complement of human and technological assets to achieve the highest level of success.
The Principals
David McDonald, President and COO
David McDonald brings over 25 years of transportation experience and nine years serving as the Pinellas County Community Transportation Coordinator’s (“CTC”) key staff person for Florida’s Transportation Disadvantaged Program. For the past six years, David has held the position of President/COO for TMS. He is an established expert in developing creative transportation programs to maximize cost effectiveness of government funding. His strengths in contract negotiations, public relations, and management are valuable assets to the organization.

Nicholas A. Cambas, Secretary
Nick Cambas is the Secretary of TMS and is regarded as a national leader in the taxi and paratransit industry with a reputation of providing safe, quality, and cost–effective transportation. He has decades of experience in providing all aspects of transportation, including brokerage and direct transportation services. As a former appointed member of the Florida Commission for the Transportation Disadvantaged, Nick served for six years and was instrumental in establishing effective laws and regulations for the coordination of services and resources for transportation disadvantaged programs.

Darryl Minardi, Vice President
As a third generation transportation provider, Darryl Minardi, Vice President, brings more than a quarter century of transportation experience to TMS. He has strived over the years to keep his companies updated with the most state–of–the–art information systems. His expertise in building good community relations and creating a team environment guides our transportation projects across the nation.

Lionel D. Martinez, Corporate Treasurer and Chief Financial Officer
Lionel D. Martinez, is the Chief Financial Officer and Corporate Treasurer of TMS. He brings over 20 years experience in public accounting representing companies in the ground transportation industry including taxi and executive sedan services, brokerage services, para-transit and bus and trolley service. Lionel’s accounting background coupled with his intimate knowledge of transportation entities brings an added value to each project that TMS is involved with.

Leadership Team
Chad Barr, Executive Vice President of Operations
From childhood, Chad Barr, was raised in the non–emergency transportation industry learning all aspects of transportation operations including dispatch, vehicle maintenance, and billing. Chad earned his undergraduate degree at Vanderbilt and his law degree from the University of Chicago. Chad oversees all operational aspects of TMS Headquarters in Clearwater to ensure the strategic development of a diverse network of local transportation providers and to maintain services and communication lines that are client sensitive, agency efficient, and provider friendly.

Edgar Martinez, Director of Corporate Compliance
Originally from Puerto Rico and bilingual, Edgar has twenty years of health care and transportation experience. In 1991, Edgar was hired as a Human Services Counselor with the Medicaid Area Six Office in Tampa, Florida. In this position Edgar learned all aspects of the Medicaid Program, he was promoted several times within the Medicaid agency and eventually oversaw the Medicaid transportation and the customer service lines. After his years with the Medicaid agency, he was hired as a Transit Planner for Manatee County and then became the Manager of the Transportation Disadvantaged program in Hillsborough County. In June 2006, he was promoted to Manager of the Hillsborough County Nutrition program where he coordinated delivery of meals to homebound clients and transportation services to congregate sites. Edgar has a Bachelor’s Degree in General Studies and a Master of Arts Degree in Health Services Management. As the TMS Director of Corporate Compliance, Edgar Martinez will be involved with ensuring the TMS Corporate Compliance Program is carried out and the administration of TMS is in full compliance with all appropriate rules and regulations.
Lisa Bacot, Director of Business Development
Lisa Bacot, Director of Business Development, brings extensive non-emergency transportation experience to the already highly qualified TMS senior management team. Immediately prior to joining TMS, Lisa served as the Executive Director of the Florida Commission for the Transportation Disadvantaged and guided the state through the Medicaid Non–Emergency Transportation transition from a fee–for–service program to the per month capitated payment system currently operating today.

Scott Anderson, Midwest Regional Director
Prior to joining TMS, Scott was the Vice President of Finance for several years for Marsh USA, Inc., a national insurance broker/administrator. In 1996, Scott was one of the founders and the President of Fisher-Anderson, L.C., a small ticket commercial leasing company based in Des Moines, Iowa. In 2001, Fisher-Anderson, L.C. was sold to a Chicago leasing company. Scott has decades of experience in numerous industries, such as: insurance, commercial leasing, and banking. Scott holds a Bachelor of Science degree in Accounting from Iowa Wesleyan College, Mt. Pleasant, Iowa and a Masters of Business Administration in Finance from Seton Hall University, South Orange, New Jersey.

Kimberly Tutolo, Director of Community Relations
Kimberly Tutolo is the Director of Community Relations with over 15 years experience in the health care industry for such companies as the University Hospitals, American Heart Association, Lake Health Systems, and Emeritus Senior Living. Implementing communication strategies and providing optimal customer service have been the keys to her success to move beyond the tactical and address the needs of a diverse population. Kimberly’s role is to build and maintain positive public relations with managed care professionals, vendors and healthcare facilities to enhance customer service and community relations.

Brian Crane, Corporate Controller
Brian Crane is the Corporate Controller and he brings a combined 10+ years of experience in areas such as Accounting/Finance, Operations Management and Customer Service. He has excelled over the years in managing various high-level projects while maintaining consistency in day–to–day operations. Brian excels at provider relations in streamlining oversight for processing payments.

Megan K. Kemp, MAcc, CPA, CIA, Senior Accountant
Megan holds a Bachelor of Arts and Masters in Accounting. She is also a Certified Public Accountant and Certified Internal Auditor. Her experience includes bookkeeping tasks as well as process, compliance, and financial auditing. Megan works in the billing department on mileage reimbursements for Iowa Medicaid Members.

Steve Westley, Assistant Operations Manager
Steve is a 28 year veteran of the transportation industry, dating back to 1982. His experience includes taxi, paratransit, executive sedan, limousine and bus services. For more than 15 years Steve was responsible for the largest call center on the west coast of Florida processing over 4,000 on-demand trips daily and over 1,000 pre-scheduled trips. The depth of his experience spans over two decades and he has an extensive knowledge of Medicaid transportation services, which drives innovative solutions for our clients.

Diane Kroepsch, Director of Quality Assurance
Diane brings over 25 years of combined experience in such areas as management, administration, marketing, customer service and the wholesale industry. Her background has allowed her to work for a variety of employers who have benefitted from her skills and attention to detail. Diane provides exceptional quality control to each TMS project and excellent communication skills for the benefit of the entire project. Diane’s many assets have enabled her to oversee staff and the startup of and successful implementation of projects while still maintaining day-to-day operations. She assists in the administration and development of the Quality Assurance Program, TMS policies and procedures and ensures that TMS maintains an immaculate record-keeping and filing system.
Sue Miller, Director of Human Resources
Sue Miller, Director of Human Resources, brings almost two decades of customer service, leadership and administration experience in the transportation industry. As Director of HR, Sue guides and manages the overall provision of Human Resources services, policies, and programs for the company. She also originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. Her combined managerial skills, positive instruction and interaction skills are reflected in the professionalism of the staff.

Louis Rich, Director of Provider Network
Louis Rich is the Director of the TMS Provider Network, which involves conducting research and development for new provider networks, contacting and connecting with new providers, coordinating contracts and insurance certificates, and following up with providers to ensure compliance. Louis has nearly 20 years of experience with managing large rental car company’s fleets, as well as rental counters and personnel. He has also managed the day-to-day logistics of complex warehouse operations. In all of his positions, he has executed team building tactics, coaching and motivating the staff, and ensured excellent customer service. He graduated from the University of Tampa with a BA in Criminology.

Cecilio (Tony) Thomas, Chief Technical Officer
Tony Thomas has worked in the public health industry for over 14 years using his knowledge of Computer Science and Software Engineering to assist firms in becoming leaders in the industry of Medicaid billing for transportation, public, and school based health services. Tony is intimately familiar with the technical environments and best practices that have traditionally been used by state Medicaid agencies to perform billing activities. Tony has developed systems responsible for validating, processing, and submitting claims in the appropriate HIPAA compliant 837 transaction sets. He is also responsible for parsing the corresponding HIPAA compliant 835 transaction sets provided by the state agencies and providing a number of reports by which users of the system can analyze the services that have been rendered and claimed.

Jason DiRenno, IT Manager/Software Development
Jason DiRenno is TMS Management Group’s IT Manager and has served in this position since 2007. Jason brings numerous years of transportation IT experience and additional technical experience to each project. Currently his duties include hardware and software administration, database management, IT training for employees, he creates administrative reports and trip manifest reports for our clients in across the United States. Jason received his Bachelor's Degree in Computer Science from the University of South Florida and graduated Summa Cum Laude.

Jim Sturtz, Data Management
Jim Sturtz is the TMS Information Technology Manager and has been working in the information technology field for over two decades. He has a varied and extensive background in programming, installations, support, purchasing and network creation and maintenance. He was previously employed by Easystreet Software in Raleigh, North Carolina and also with Desktop Office Systems in Clearwater, Florida. In addition to his extensive IT background, Jim served as the Corporate Vice President and Controller for a premier hotel in Safety Harbor, Florida. He received an associate’s degree in 1970 from Central Florida Junior College in Ocala, Florida.

Bob Baerwalde, Telephonic Specialist
Bob Baerwalde, Information Technology Specialist, specializes in application design and development for county governments and transportation brokerage companies. Bob has been a consultant working with Unix and Netware System design, implementation and administration. He was previously a Director of MIS and established and managed an IT department for a national retailer. Bob brings extensive skills in the areas of data analysis and design, application design, network administration and design, application integration, and system integration. Bob serves as TMS’s Information Technology Specialist.

Kimberly Trinca, Director of Telecommunications
Kimberly Trinca has more than 20 years of industry experience in the technology and network communications fields. Trinca joined the company as professional consultant in 2005 and was named Director of Telecommunications in September of 2011. She oversees the company's voice network and technology including Telecommunications Operations, Carrier and Vendor Relations. Trinca has held management and professional consulting roles in Call Center Technology and Implementation, Business Development and Enterprise Sales, with high-tech companies and institutions across the United States. Her professional expertise is in the design and implementation of voice communications strategies, process improvement and development of programs to maximize operational excellence.

Virginia, “Gini” Miller, Director of Customer Services
Gini Miller, Director Of Customer Service, has more than 19 years of transportation and medical customer service experience. Gini manages the call center operators, provides operator training and assistance with client calls, provider needs and monitoring call statistics. Her professional background in medical offices includes answering high volumes of incoming calls and assisting patients, as well as processing claims and, billing. Gini is also a certified Medical Assistant.

Mary Wilfalk, Floor Supervisor
Mary brings more than 27 years of supervisory experience in transportation, customer service, marketing, retail and banking. Mary supervises the call center operators, assisting with client calls, provider needs and monitoring call volumes to ensure callers receive quality service. Mary also provides outreach and education to local social services agencies. She has developed strong communication skills through her background in conducting surveys for test marking new products, retail store management and as a bank teller. Mary’s educational background includes college level business courses.

Brenda Chandler, Floor Supervisor
Brenda has been employed with TMS and other transportation management companies for over ten years. Brenda has been intimately involved with the bus pass program, mileage reimbursement processing, and coordinating multiple funding source initiatives to ensure quality special needs transportation is provided. She provides direction and oversight for the TMS call center staff team members. Brenda brings a decade of Medicaid transportation knowledge to each new project and she gives clear insight and direction to our Call Center Technicians to ensure full compliance with each project.

Martina Whittlesey, Executive Assistant
Martina brings to TMS over 25 years of experience in administration, office management, customer service, sales and design. She also brings with her, many years of dedicated service and loyal support to both company and clientele. Her excellence in administrative assistance provides the President and Principals of TMS the required skills and abilities they depend on to succeed. Having graduated from college with a degree in Interior Design, her keen eye for detail and a vision of what needs to be done lends very well to achieving great results. She previously served for many years as the executive assistant for a private gated resort community of 8 golf courses with over 1200 member homeowners. Working closely with the Quality Assurance Manager and Director of Operations, Martina assists in the administration of all provider agreement contracts and maintains the client documentation management system. Her endless talents and polished professionalism are but a few of the fine qualities that she provides to the TMS team.
