About Us

TMS Management Group, Inc. (“TMS”) is an experienced transportation management / brokerage firm specializing in managing Non-Emergency Transportation (NET) services. TMS and affiliated companies have provided coordinated transportation services since 1991, and during this time, TMS’s principals perceived the need for a provider–friendly broker model for transportation. As a result, TMS has fielded a formidable team of “hands–on” transportation professionals who have spent their careers steeped in the Medicaid, Medicare, ADA, and transportation disadvantaged culture. All project operations and networks are constructed with the guiding principle of our business model in mind: Agency Efficient, Client Sensitive, and Provider Friendly.

TMS’s existing client base features numerous prominent public sector agencies and private, managed care organizations. Our scalable platform allows us to adapt our operations to the service, compliance, and financial needs of our clients. Moreover, we pride ourselves on delivering outstanding NET results regardless of the project size or scope. From 1,000 eligibles in a single city to over 2,000,000 eligibles across the nation, TMS recognizes that each project is an opportunity to demonstrate our unique approach to another potential long-term business partner.

TMS stands ready to undertake and execute new projects along very short time lines. TMS has pioneered a “quick start” blueprint on both our substantial urban projects in Florida and Ohio, as well as rural projects such as Arizona and Indiana that allows us to develop robust transportation networks in a very short space of time. TMS recruits, evaluates, and inspects all possible transportation options and companies in a given service area prior to market entry. As a result of our background as direct transportation providers, TMS understands the logistical issues germane to the delivery of superb NET service, and we have structured our credentialing process accordingly: to ensure the most safety–conscious, reliable vendor emerges on the other side. Through our prior executions of our “quick start” blueprint, our team has learned how to swiftly deploy human and technological assets in advance of a project start date. Your organization may rest assured that TMS will be ready to begin operations on Day 1 with no “time to adjust to the learning curve.”

Not only do we incorporate a provider’s understanding on each project, but also TMS’s leadership team has served on statewide boards that oversaw $100 million in state wide transportation disadvantaged funding, including Medicaid transportation services. As part of their statewide duties, several TMS principals served on committees and working groups that developed coordinated transportation policies and procedures, including the development of a statewide process of rate methodology and an allocation formula for $73 million in Medicaid non–emergency transportation funding. As a result, we are exceptionally sensitive to the agency’s perspective on all matters, and we stress compliance and efficiency concerns at all levels of a project.

Moreover, the owners and principals of TMS, not a junior start–up team, will provide direct oversight of your project and will ensure your service area is a high priority for the TMS organization. Our gate keeping/cost control procedures will be tailored to your program’s specific needs maximizing the utility of each dollar allotted and enhancing the transportation experience of the end user. In addition, TMS always builds our provider networks to return revenue to the local community by supporting local transportation businesses and recruiting local personnel.

As financial uncertainty has rippled across public and private sector budgets, nationwide, our clients have emphasized the need for rigorous cost control on our projects. In order to remain within budget, TMS has engineered a variety of innovative and creative means to ensure the financial viability of each project. Our gate keeping techniques and state–of–the–art software ensures each passenger rides in the most efficient form of transportation which helps contain cost overruns.

TMS Management Group, Inc. is eager to collaborate with your agency to deliver a high quality and cost efficient transportation system to the transportation disadvantaged citizens in your community.
